Mr. Spearing

asked the Secretary of State for Foreign and Commonwealth Affairs (1) what view Her Majesty's Government will take at the forthcoming Council of Ministers of the EEC which will consider the recommendation of M. Tindemans that Heads of State be enabled to address the Assembly of the EEC and that body have periodic debates on the state of the European Union;

(2) what view Her Majesty's Government will take at the forthcoming Council of Ministers of the EEC which will consider the recommendation of M. Tindemans concerning the ability of the European Assembly to initiate policies that would result in new legislation.

The Government have not yet taken a definitive view on the recommendation in the Tindemans' report.
