asked the Secretary of State for Scotland if he will seek to amend the Water (Scotland) Act 1949 to ensure that regional councils cannot levy a water rate on garages and advertising hoardings which are without a piped water supply.

Public water rate is leviable on all rated premises, as part of general rating. On premises other than dwellinghouses, domestic water rate can be levied if water from a public supply is used for a purpose for which the premises are used.

Anyone wishing to contest a demand for rates on the grounds that he is being improperly charged can appeal to the rating authority concerned.
