asked the Secretary of State for Employment how many grants have been made under Article 4 and Article 5 of the European Social Fund to local authorities; and if he will list these and the amount received in the Official Report.

None. The activities of local authorities are not generally appropriate for assistance from the fund, which is mainly concerned with vocational retraining of adult workers.
