Mr. Kilroy-Silk

asked the Secretary of State for the Environment (1) what was the percentage increase in the Rate Support Grant Order 1976–77 over corresponding payment for 1975–76 for English councils;

(2) why the percentage increase in the needs element of the rate support grant 1976–77 was higher for every county in Wales than that of the average increase for shire counties in England.

It should be noted that some of the data used in this calculation are still provisional.

The average increase for English non-metropolitan counties (24 per cent.) is reduced by the relatively smaller increases for several Home Counties. The increases for Welsh county councils range from 26 per cent. to 31 per cent. Almost half the English counties are within or above that range.
