asked the Secretary of State for the Environment on what basis the £26,830 spent on building a new canopy at the Members' Entrance in New Palace Yard was considered to be cost effective; and what cash-limit was set on this expenditure before the money was spent.

The question of "cost effectiveness" is not for my right hon. Friend the Secretary of State, who is responsible for implementing the decision of the House. The cost was thought to be reasonable in view of the facilities required and the need to provide a structure in keeping with the setting. The cash limit of £26,830 has not yet been fully spent.
