§ Mr. ArmstrongThe question of "cost effectiveness" is not for my right hon. Friend the Secretary of State, who is 687W responsible for implementing the decision of the House. The cost was thought to be reasonable in view of the facilities required and the need to provide a structure in keeping with the setting. The cash limit of £26,830 has not yet been fully spent.
