§ Mr. Joel BarnettThe central Case II assumes a level of unemployment in 1979 of approximately 3 per cent.—very roughly as in 1973. As the White Paper states, the low and high growth cases may reflect, at least in part, different rates of increase in productivity and productive potential; for this reason they do not necessarily imply a different outcome with regard to unemployment.
