asked the Secretary of State for the Environment if he will list (a) those recommendations of the Finer Report he has implemented (b) those not yet implemented but which he proposes to implement, and indicate when, and (c) those he does not intend to implement; and if he will state his reasons.

The overall responsibility for following up the Finer Report rests with my right hon. Friend the Secretary of State for Social Services.

My Department is concerned in recommendations 132–177, listed in Chapter 6 of the Report, about housing matters. Nearly half of them—Nos. 132, 133, 142 to 147, 150, 152, 157 to 161, 163 and 170—have been accepted or reflect guidance given earlier by the Department. Some of the remaining recommendations would require legislation. The recommendations will be the subject of the consultations to which I referred in my reply on 3rd February 1976 to my hon. Friend, the Member for Welwyn and Hatfield (Mrs. Hayman)—[Vol. 904, c. 563].
