asked the Secretary of State for the Environment if he will enter into negotiations to require the drivers of large articulated lorries from EEC countries to have obtained driving experience on British roads before being permitted to drive vehicles over 10 tons.

Dr. Gilbert

No. The practical and administrative problems in imposing and enforcing any such requirement on visiting drivers, whether from other EEC countries or elsewhere, would be out of proportion to any likely benefits. Moreover, it would be difficult to resist a reciprocal requirement on British drivers which would create obvious problems for our own hauliers.
