asked the Secretary of State for Education and Science how many letters he and his Department have received relating to the Education Bill.

52. Mr. Hunt

asked the Secretary of State for Education and Science what representations he has received from the Inner London Education Authority on the subject of the Education Bill; and if he will make a statement.

Mr. Mulley

The Authority has made representations about the effects of Clause 1(1) of the Bill on "banding"—i.e., arrangements for securing a balanced intake of pupils to secondary schools. Banding is a form of selection and, therefore, in principle contrary both to Government policy and to the principle set out in the Bill. There will no doubt be further opportunities to discuss the issue during the progress of the Bill.
