asked the Secretary of State for Employment whether community work qualifies as work for the purpose of considering applications under the job creation programme.

The Manpower Services Commission informs me that there are a number of community work projects under the job creation programme, since one of the guidelines for the programme is that projects should assist in the solution of a social or community problem. The Commission also expects, however, that projects should provide suitable work for those whom they are intended to help, and some community work projects may, therefore, be unsuitable for young people.
