expenditure may be borne on the accounts of either regional or area health authorities, and a comparison of expenditure on family practitioner services in each area expressed as a percentage of all expenditure would not for this reason be valid. In any case, capital expenditure related solely to family practioner committee services is not separately identified in health authorities' accounts.
