Mr. John Moore

asked the Secretary of State for the Environment whether, further to the answer in column 91 of theOfficial Report of 29th June 1976, prior to questions being asked of drivers in a roadside interview survey, the drivers who had been stopped were first informed that they were not legally obliged to answer the questions being put to them in the survey.

No, but our instruction manual to interviewers statesThe interview is to commence with a brief introduction, eg 'Good Morning/Afternoon Sir/Madam, would you mind answering some questions about your journey?' If the reply is negative, no further attempt should be made to press the driver as all information must be obtained voluntarily.
