Mr. Watkinson

asked the Secretary of State for the Environment (1) what records his Department keeps on the manner in which councils allocate council houses;

(2) how many councils allocate council houses relying totally on points systems;

(3) whether or not his Department gives advice to local authorities on the allocation of council houses.

General advice was last given in 1969 in the report (Council Housing: Purposes, Procedures and Priorities) of the housing management sub-committee of the Central Housing Advisory Committee. The need for further advice will be considered in the course of the work of my Department's Housing Services Advisory Group. Detailed records of local authorities' allocations procedures and practices, including the number employing a points scheme, wholly or in part, are not kept in the Department.
