§ Mr. Alexander Wilsonasked the Secretary of State for Energy when he will introduce regulations under the Mineral 170W Workings (Offshore Installations) Act 1971 for the operational safety, health and welfare of those working on offshore installations of the United Kingdom Continental Shelf.
§ Dr. J. Dickson MabonI laid the Offshore Installations (Operational Safety, Health and Welfare) Regulations 1976, which were made on 29th June, before the House today. These regulations govern the day-to-day safety, health and welfare of people working on and from offshore installations on the United Kingdom Continental Shelf and the safety of equipment and working procedures on those installations. They lay duties and obligations on licensees, owners and managers of offshore installations employers and employees to ensure that operations on and near installations are carried out safely and that the provisions of the regulations are observed, These regulations were prepared after long and detailed consultation with the offshore industry, trade unions and other representative organisations, and with other Government Departments and agencies, in particular the Health and Safety Executive.
