Member to my answer on this point on 16th June.—[Vol. 913, c. 529–31.] We shall not be satisfied until all the provisions of the Final Act are being put into effect by all its signatories. Some progress is being made in bringing existing practices into line with these provisions; but a full assessment must wait until the 1977 review meeting.
