§ Mr. Carsonasked the Secretary of State for Northern Ireland if he will make a statement regarding the progress of negotiations on the hand over of community relation functions to the district councils in Northern Ireland.
§ Mr. MoyleFollowing discussions with the Interim Standing Advisory Conference of Community Associations and representatives of the Local Authorities Association. I have adopted the principles contained in the report of the Joint Working Party on Community, Sporting and Recreational Provision subject to a few modifications and additions. A circular letter incorporating those decisions has now been issued to district councils by the Department of Education. This circular provides for greater district council involvement in support for community groups. The new arrangements will come into operation on 1st April 1976.
