Mr. Michael Marshall

asked the Secretary of State for Trade whether he will take action to prevent sales of Japanese steel not exported to the USA as a result of protectionist moves recommended by the United States International Trade Commission being deflected to the United Kingdom which would aggravate the damage already caused to United Kingdom special steel producers.

Mr. Deakins

I can determine what action would be appropriate only in the light of the final decision of the United States' authorities.

asked the Secretary of State for Trade if he will give an assurance that he wall take action against any proved instances of dumping by Japanese special steels producers, notwithstanding any potential or actual arrangements for restraint by major Japanese producers of bulk steel.

Mr. Deakins

Before taking anti-dumping action the Customs Duties (Dumping and Subsidies) Act 1969 requires my right hon. Friend to be satisfied that having regard to all the circumstances such action is in the national interest. He could not, therefore, undertake in advance to disregard international agreements affecting the product in question or related products.

Mr. Michael Marshall

asked the Secretary of State for Trade what is the present position with regard to the anti-dumping application submitted to him by United Kingdom special steels producers regarding imports of stainless steel bars from Japan.

Mr. Deakins

The application is a complex one. My officials are studying it carefully and are in close touch with the applicants.
