Mr. Churchill

asked the Secretary of State for Trade what is the purpose of Her Majesty's Government admitting Russian officials to the United Kingdom in the capacity of factory inspectors; and what reciprocal arrangements have been made for British factory inspectors to operate within the USSR.

Mr. Deakins

It is normal practice in the fulfilment of Anglo-Soviet commercial contracts for Soviet inspectors to be attached to British factories to progress the contract and to ensure that equipment meets the contract specification. British engineers and technicians are customarily attached to Soviet factories and plants, with equipment exported from the United Kingdom, to assist with their commissioning.
