§ Mr. HattersleyMy right hon. Friend is not yet satisfied on this point. It is for all the participants to see that the undertakings given at Helsinki are fulfilled. But changes towards more normal relationships based on respect for human rights will take time to become fully effective. Any proper assessment must therefore wait until the review meeting in 1977.
