asked the Secretary of State for the Environment what consideration he is giving to bringing British regulations for issuing a driving licence to EEC nationals into line with the majority of EEC members who automatically exchange a current British driving licence for one of their own.

In my view, reciprocal recognition of driving licences between States, should depend upon the adoption of common minimum standards for the issue of such licences. The Economic Commission for Europe has drawn up an Agreement on Minimum Requirements for the Issue and Validity of Driving Permits (APC). Having consulted interested organisations I am considering the terms on which the United Kingdom should accede to this Agreement. Amendments to the Road Traffic Act 1972 would be needed.
