§ Mr. Hugh D. BrownYes. The working party was appointed by my hon. Friend the Minister for Housing and Construction at the Department of the Environment, and, although it did not deal specifically with housing co-operatives in Scotland, I am examining its recommendations in relation to the Scottish housing situation. After consulting the Convention of Scottish Local Authorities, I propose to issue guidance to local authorities and housing associations on the estabishment of housing co-operatives.
