§ Mr. John FraserQuotas are set as part of the administrative arrangements for the issue of work permits, for which my Department has authority under paragraph 25 of the Immigration Rules for Control of Entry (Commonwealth Citizens) HC79 and paragraph 23 of the Immigration Rules for the Control on Entry (EEC and other non-Commonwealth nationals) HC 81. The Rules were made under Section 3(2) of the Immigration Act 1971, and approved by Parliament.
