Mr. Welsh

asked the Secretary of State for Scotland (1) what representations he has had from members of children's panels on the grounds that their decisions are not being implemented because of lack of available facilities, places of safety and assessment centres;

(2) what estimates he has of the present number of children's panels' decisions which cannot be implemented because of lack of adequate available facilities.

I am aware that shortage of facilities can prevent, or delay, implementation of decisions of children's hearings, and I have received representations about this. The need for more residential and other facilities for children has been brought to the attention of local authorities who are endeavouring to develop such facilities within the financial resources available to them.
