asked the Secretary of State for Scoltand under what circumstances a head teacher can refer a pupil to the local children's panel; and if he is satisfied with the procedure.

Under Section 37(1) of the Social Work (Scotland) Act 1968, any person may refer a child to the reporter to the children's panel, if he has reasonable cause to believe that the child may be in need of compulsory measures of care. Education authorities' procedures and advice to headmasters in this regard vary from area to area. The matter is within the scope of the Committee on Truancy and Indiscipline in Schools, and I shall consider in due course any views that the Committee may express.
