The needs grant for 1976–77 may be expected to be increased through the increase order procedure subject to the cash limits already announced. Payment of the resources element will depend on the rates levied, but will in general represent a higher proportion of each authority's expenditure than in 1975–76. The domestic element will be based on current rateable values, and should be sufficient to cover the prescribed domestic relief of 18.5p.
