asked the Secretary of State for Scotland whether he will reconsider his decision not to implement the Emslie Report, in view of the most recent statistics, showing a rise in the murder rate in Scotland.

No. I see no reason to depart from the views which were set out fully in the reply which I gave to my hon. Friend the Member for Dunfermline (Mr. Hunter) on 12th February last year—[Vol. 886, c.135]—about the Government's attitude to the recommendations of the Emslie Report.
