asked the Secretary of State for Transport whether he will give consideration to an application from the M3 Action Group in Winchester for a contribution towards their expenses.

It is not the practice of the Department to meet any part of objectors' costs until after the inquiry and it is clear, from the decision taken by my right hon. Friends the Secretaries of State for Transport and the Environment, that the objection has proved successful. In any event, payment of costs is only made to owners, lessees or occupiers of property who have objected to a proposal which affects their rights in the property in question. This follows the recommendation made by the Council on Tribunals on the Award of Costs at Statutory Inquiries (Cmnd 2471) in 1964.
