asked the Secretary of State for the Environment whether he will now review the effects of the rating surcharge on empty commercial properties with a view to providing relief in cases where there are valid reasons why the premises remain unoccupied.

The rating surcharge will be included in the general review of local government finance, which is being undertaken following the Layfield Report. Reasons for leaving buildings empty may often be taken into account by rating authorities dealing with applications for the remission or reduction of the surcharge on grounds of hardship.
