asked the Minister for the Civil Service what improvements he will make in the release of Government information needed for business purposes in the light of evidence sent to him by the hon. Member for Upminster, about the lack of such information.

The personal comments on the lack of official explanation of the objectives of Government policies, to which the hon. Member has drawn my attention, illustrate how widely the degree of perceived openness of Government can vary according to the viewpoint of the observer. I would refer the hon. Member to the statement made by the Prime Minister during the debate on the Motion for an Address on 24th November when he outlined the latest steps which the Government intended to take to increase the availability of official analysis generally.
