asked the Minister of Agriculture, Fisheries and Food if he will now consider making the codes of practice arising from the report of the Brambell Committee on Intensive Livestock Raising a statutory requirement.

Mr. Strang

I consider that our advisory welfare codes, linked with Part I of the Agriculture (Miscellaneous Provisions) Act 1968, make sensible provision for the welfare of livestock under all systems of husbandry. I do not think it is necessary generally to transform them into statutory standards. We will not, however, hesitate to introduce further mandatory regulations on specific aspects of livestock welfare where the need can be clearly demonstrated.
