§ Mr. StrangI consider that our advisory welfare codes, linked with Part I of the Agriculture (Miscellaneous Provisions) Act 1968, make sensible provision for the welfare of livestock under all systems of husbandry. I do not think it is necessary generally to transform them332W into statutory standards. We will not, however, hesitate to introduce further mandatory regulations on specific aspects of livestock welfare where the need can be clearly demonstrated.
