§ Mr. John SmithWith the exception of fiscal, international and plant health aspects, responsibility for forestry policy in Scotland and Wales will be transferred to the Scottish and Welsh administrations. But the Forestry Commission will be maintained as the instrument for carrying out the forestry policies of the devolved administrations.
