asked the Secretary of State for Social Services if he will increase expenditure on the personal social services in proportion to the funds accruing from the proposed surcharge on insurance companies to recoup the cost of treating road accident cases.

Dr. Owen

No. The proposed surcharge relates to costs to the National Health Service, not to the personal social services. The surcharge will make it possible to maintain the planned level of current expenditure on the NHS in 1977–78 whilst reducing the net cost to public funds.
