asked the Secretary of State for Energy whether he has examined the use of foam, either in substitution for, or together with, water and gas injection for securing the recovery of oil as recommended by researchers at the Heriot Watt University, Edinburgh; and if he will make a statement.

My officials in the Petroleum Engineering Directorate have examined the enhanced oil recovery proposals using foams and have concluded that fundamental aspects of the hydrodynamics of foam flow in porous media, about which little is known, should properly be studied in a university.
