* This figure represents the number of staff in the Manpower Services Commission and the Training Services Agency and also the estimated number of staff in the Department of Employment who were engaged on functions subsequently transferred to the Employment Service Agency, Health and Safety Executive and the Advisory Conciliation and Arbitration Service when these bodies became independent. Most of the increase in the number of staff in the Department of Employment was for work connected with the payment of unemployment benefit.

Figures for casual staff have been excluded.
