§ Mr. Nottasked the Secretary of State for Employment if he will publish, on the basis of his Department's annual earnings surveys, estimates of the level of average weekly earnings, if necessary for full-time male employees only, established in each major national collective agreement in the public sector and in the building industry, for a suitable date each year from 1970 to 1975, expressed in index number form, the base of the index being taken as the average level of weekly earnings prevailing in the economy as a whole in each year in question; and if he will publish approximate estimates of the number of employees covered by each agreement.
§ Mr. Harold WalkerThe following figures have been derived from results of the New Earnings Survey 1970 to 1975. The relevant results of the survey relate to full-time men aged 21 and over whose pay and conditions of employment were reported by their employers to be affected either directly or indirectly by the specified major collective agreements. Figures limited to those "covered" by particular agreements are not available. The estimates of average gross weekly earnings of those whose pay for the survey pay-period in April had not been affected by absence have been expressed as percentages of the corresponding New Earnings Survey average for all such men in all manual and non-manual occupations in all industries in Great Britain. These percentages are dependent on the timing of settlements under these agreements relative to the timing of the survey. They are given as integers and are subject to sampling errors. In some cases in some years, the earnings reported on the survey returns may not have included payments for the reference pay-period which were paid retrospectively. The agreements shown are confined to those which were identified in the survey and for which separate results were published in each of the six years.
Estimates of the numbers of employees covered by the agreements are not derived from the survey. Some estimates from other sources were published, mainly for manual worker agreements, in the November 1973 issue of the Department of Employment Gazette and at Appendix IV of of the annual publication "Time Rates of Wages and Hours of Work".
