Mr. Newens

asked the Secretary of State for the Home Department (1) if the acceptance of the Convention for the Protection of Human Rights and Fundamental Freedoms by Her Majesty's Government on behalf of the Isle of Man has now lapsed; and if he will make a statement;

(2) what discussions have taken place with the Manx authorities about the termination of the right of Manx citizens to file individual petitions to the European Commission of Human Rights as the result of a decision taken by the House of Keys.

The Convention continues to apply to the Island.

There has been correspondence, but no formal discussions, between Her Majesty's Government and the Isle of Man Government about the lapsing of the declaration of acceptance of Article 25 of the Convention—right of individual petition —in respect of the Island.
