asked the Secretary of State for the Home Department what steps are being taken to avoid a recurence of the delay in dealing with the petition of Mr. P. Allen at present serving sentence in Parkhurst Prison, following the report made by the Parliamentary Commissioner for Administration dated 19th March 1976.

As my hon. Friend is aware from the report of the result of the investigation made by the Parliamentary Commissioner for Administration, there were particular reasons why, unfortunately, it took longer than usual to reply to Mr. Allen's petition. The arrangements for dealing with prisoners' petitions are kept under review and every effort within available resources will continue to be made to reply to them as quickly as possible.
