asked the Secretary of State for Foreign and Commonwealth Affairs on what date and by what method his Department made it clear to the Union of Soviet Socialist Republics and Polish Governments that the decision to erect a memorial to the victims of the Katyn massacre in 1940 was and is a matter solely for the local authority concerned.

The question of the proposed Katyn Memorial has been discussed on a number of occasions this year between the Soviet and Polish Ambassadors or members of their staffs, and myself and senior officials in the Foreign and Commonwealth Office.
