asked the Minister for the Civil Service in view of the Government's statement in Command Paper No. 6234 that a vital ingredient of an equal opportunities policy is a regular system of monitoring, what steps are being taken to monitor the recruitment and promotion of persons from ethnic minority groups in the industrial and non-industrial Civil Service.

I refer my hon. Friend to the answer I gave to her on 1st April—[Vol. 908, c. 542]—The study being undertaken by the Tavistock Institute of Human Relations will include practices and procedures for recruitment and promotion in the industrial and non-industrial Civil Service.
