The Departments concerned do not use a strict definition of a "Key Worker". The precise meaning of the phrase depends upon the occupation and the level of skill required for a particular job, and the supply of suitable manpower; but the phrase generally indicates a 296W worker who is especially important for the operation of an employer's establishment in a particular locality. This is the meaning used for the Key Workers' Scheme which is operated on behalf of my right hon. Friend by the Manpower Services Commission.
