asked the Prime Minister whether he will allocate to a Minister of Cabinet rank special responsibility for the Northern Region.

No. I appreciate my right hon. Friend's concern about the severe problems still facing the Northern Region, but the present interdepartmental machinery is working well, and I am not convinced at present of the need for a Minister with special responsibility.
