asked the Secretary of State for the Home Department if he will list (a) the penal reforms he has instituted since assuming office and (b) those he proposes to introduce.

I refer my hon. Friend to my announcement on 4th August, in reply to a Question by my hon. Friend the Member for Battersea, South (Mr. Perry) about the more liberal grant of parole, and to a range of administrative measures concerning the grant of bail which I have commended to the courts and others in a recent circular, a copy of which I am sending to my hon. Friend. I hope as soon as an opportunity occurs to introduce legislation making further provision on this subject. I refer him also to the progressive introduction throughout the country, as resources permit, of community service schemes, and to the expansion, again as resources permit, of other forms of non-custodial penal provision. So far as the latter part of my hon. Friend's Question is concerned I will announce these when they are ready for consideration by Parliament or otherwise as may be appropriate.—[Vol. 897, cc. 25–27.]
