asked the Secretary of State for Energy what steps he has taken to encourage energy conservation by local authorities.

Following a series of discussions with representative bodies of local authorities and others my Department has just issued a circular on this subject to all authorities in England and Wales. I am sending a copy to my hon. Friend and am having copies placed in the Library. A corresponding circular for issue in Scotland is now being finalised in association with my right hon. Friend the Secretary of State for Scotland.
