asked the Secretary of State for Social Services what plans she has to introduce legislation further to restrict cigarette advertising.

I would refer the hon. Member to my reply to the hon. Member for Cornwall, North (Mr. Pardoe) and my hon. Friend the Member for Dagenham (Mr. Parker) on 6th August—[Vol. 897, c.253–4.] In the Government's view, what is needed if progress is to be made in reducing the risks to health from smoking is a framework of law analogous to that provided in the Medicines Act 1968; within this statutory framework the Government would, however, seek to reach with the industry voluntary agreements to cover, inter alia, the advertising and promotion of cigarettes.
