§ Dr. OwenI would refer the hon. Member to my reply to the hon. Member for Cornwall, North (Mr. Pardoe) and my hon. Friend the Member for Dagenham (Mr. Parker) on 6th August—[Vol. 897, c.253–4.] In the Government's view, what is needed if progress is to be made in reducing the risks to health from smoking is a framework of law analogous to that provided in the Medicines Act 1968; within this statutory framework the Government would, however, seek to reach with the industry voluntary agreements to cover, inter alia, the advertising and promotion of cigarettes.
