§ Mr. FreesonThe provision of garaging on existing council estates is already subject to rigorous scrutiny by the Department. Local authorities are currently encouraged to provide open hard-standings for car parking, garaging provision being considered necessary only in limited circumstances comparable to those stated in paragraph 15 of the Annex to Circular 24/75, "Housing: Needs and Action."
