Mr. Michael Latham

asked the Secretary of State for the Environment (1) what are the specific terms of reference of his departmental inquiry into direct labour building by local authorities; and whether it will also consider the productivity and efficiency of the directly employed labour force of his Department and of the Property Services Agency;

(2) how many places on his departmental working party on direct labour will be allocated to (a) the Association of County Councils, (b) the Association of Metropolitan Authorities, and (c) the

Association of District Councils; and how many Civil Service representatives there will be;

(3) whether it is his intention that the representatives of local government on his direct labour working party should be treasurers rather than building managers, housing officers or architects; and whether he will make a statement;

(4) why the external representatives on his departmental working party on direct labour building will only be drawn from local government; and whether he will arrange for representatives of (a) the construction industry, and (b) the Society of District Auditors to be included.
