Mr. Gwilym Roberts

asked the Secretary of State for Education and Science what plans he has for issuing common regulations for all young people in full-time education between 16 and 19 years of age; and if he will make a statement.

Young people in this age group attend either school or FE college. In either, they usually form part of a wider community. It would be impracticable to make regulations which differentiated between those aged 16–19 and those of other ages in each type of establishment, but LEAs have sufficient discretionary powers to ensure broad comparability of treatment for the age group in whichever sector they be
