Mr. Skeet

asked the Secretary of State for the Environment what is the current period for the removal of an endorsement on a driving licence for: (a) speeding, (b) dangerous driving and (c) driving under the influence of drink and drugs.

Mr. Carmichael

Endorsements for the drinking and driving offences—including driving under the influence of drink or drugs—now remain on licences for eleven years from the date of the order; all others remain for four years. The periods over which earlier convictions count for totting-up purposes—ten years for drinking and driving and three years for other offences—remain unchanged; but the extension of the period of endorsements will ensure that all relevant convictions come to the notice of the courts.

asked the Secretary of State for the Environment what steps have been taken by his Department to ensure that the new time intervals have been brought to the attention of the public pursuant to the Road Traffic Act 1972, Section 101(7), and the Road Traffic Act 1974, Schedule 3, paragraph 10

The Department issued a Press notice on 10th September 1975, which was reported in most national and many other newspapers.

asked the Secretary of State for the Environment if he will consider enclosing a leaflet with the issue of new licences to the effect that as from 1st October 1975 endorsements will not be cleared after a three-year interval for speeding and certain other road offences.
