§ Mr. John SilkinDevelopment by local planning authorities is governed by the Town and Country Planning General Regulations 1974. In particular, they empower the Secretary of State to require an authority to make application to him for planning permission. In addition, Section 276 of the Town and Country Planning Act 1971 empowers the Secretary of State to modify or revoke a planning permission.
