asked the Secretary of State for the Environment if he is satisfied with the conduct of regional water authorities; and if he will make a statement.

Mr. Denis Howell:

The Water Act of 1973 was bound to lead to a massive reorganisation in times of difficult economic circumstances and has led to many of the difficulties which were predicted at the time by the then Opposition. As my right hon. Friend told the House on 27th June, the Government will review its progress with an entirely open mind after its first two years of operation.
